[Kde-bindings] missing classes KToogleAction

Hi all,

I just found out, that there is no KToogleAction and KToogleFullScreenAction 
in my korundum4 build.

Maybe it doesnt matter after all, since there is the option of 
QAction.SetCheckable(true).
