I can only speak for opensuse 11.2/11.3:
- It seems, that phonon was explicitly disabled.
- As I am currently working on a phonon related project, I created a fork of
the ruby kde bindings which includes phonon. It's only for 11.3. You can find
it here:
http://download.opensuse.org/repositories/home:/saLOUt:/branches:/openSUSE:/11.3/standard/

You need at least kde 4.4.4, libsmoke2 and ruby-kde4 to get phonon working.

Conclusion: Ruby Phonon works with bindings from KDE 4.4.4 and 4.5, at least on
my machine (opensuse 11.3 + kde 4.4.4 installed)
I don't think that this is a bug in KDE itself. You may want to ask your
distribution maintainer to enable phonon for use with ruby.
