[Kde-bindings] [Patch] Some small things

Hi!
This patch contains four very small modifications:
-added a missing header-guard
-added a #!/usr/bin/ruby
-In the generator the xml-generator-option is now overwritten by the command-
line-option (-g)
-fixed a CMakeLists.txt-problem
