The following patch has been applied to KDE trunk (rev. 965738): 
http://reviewboard.kde.org/r/553/diff/#index_header

So you should try setting
-DPYTHON_SITE_PACKAGES_DIR=~/.local/lib/python2.6/site-packages

Worked fine here with python 2.6.0
