[Kde-bindings] Introducing project KDEgettext.rb for qtruby or korundum

Hi David, hi Masao,

i'm also convinced, that the the kdegettext problem is related to a
bug in gettext, because i've had also problems with the native gettext
package.

Further i am not sure if it makes sense to include kdegettext into the
korundum packages as it depends on ruby-gettext which would have to be
included, too.
kdegettext is a tool for ruby developers and can be installed easily
via ruby gem, but if there is a person who want to do the job, plz do
it.
