Clazy 1.17.1 and 1.16.1 releases

Hello everyone!

I am happy to announce Clazy 1.17.1 and 1.16.1 being released. The 
archives can be found at 
https://download.kde.org/stable/clazy/1.16.1/src/ and 
https://download.kde.org/stable/clazy/1.17.1/src/

LLVM requirements did not change for those patch releases.

The 1.16.1 release backports a fix for the QtCreator integration not 
working properly and a broken check with Qt 6.11.

The 1.17.1 release contains a regression fix for the
