The KPhotoAlbum 3.9.0 and KGeoTag 1.3.0 tarballs lack l10n data

Here we are, the fixed release tarballs for KPhotoAlbum (5.9.1) and KGeoTag 
(1.3.1) are out now. And they even contain translations again.

Sorry again for the noise. Have a lot of fun with the now actual releases :-)
