KEXI 3.1.0 & KEXI Frameworks Released

Hello!

I am very pleased to announce final release of KEXI 3.1 and its Frameworks.

A special highlight after years-long pause is official Windows version. It
costs a lot of effort to produce and maintain it so feel free to report
your thoughts regarding this Preview version.
