missing libjpeg?

Is libjpeg supposed to be part of the android sdk? I don't think it is

Anyhow that's not why it's failing, the error is

If you go to https://binary-factory.kde.org/job/KStars_android/443/consoleFull you'll see libjpeg wasn't found either and it built fine.
