Hi Daniel,
I think the short answer is that you should use KDE's Plasma desktop
environment if it meets your needs.
Clearly some of these needs are accessibility-related, and on that
topic, KDE has a strong focus on improving the accessibility of our
software. So I would expect that important part to get better over time.
Beyond that, you'd have to see if Plasma's other features meet your
needs. Some that I'm quite fond of include KRunner, Overview, Custom
Tiling, KDE Connect, Vaults, desktop files, sticky notes in a panel,
multiple time zones shown in the clock, easy audio device switching, and
loads more.
