KDE for sight-impaired users again

Hello,

I am a long-term Linux user with a degenerative eye condition, which means that
I am now reliant on a screenreader and, in some instances, a refreshable braille
display. I am coming back to KDE after being away for some years (mainly because
I bought a laptop with Ubuntu/Gnome preloaded, and partly for the orca
integration).

I miss a lot of the kDE experience, not least kmail, konsole and okular, all of
which have accessibility issues. Although I have a reasonably accessible
mix-and-match of applications, I would really like to see KDE improve, and to
use it more consistently.

So, following up on the brief exchange on the mailing list back in April, I was
wondering if there is a comprehensive list of default keyboard shortcuts and,
importantly, instructions for how to change them without going into
system-settings? I am happy to hack config files but is there a list of where
they are to be found these days? It strikes me that if the situation with
system-settings is a known issue, then providing information  on where to tweak
the settings (esp. in relation to keyboard shortcuts), would be an obvious move.
Apologies if I have missed this.

Also, one thing that might not require much intervention, but would make a huge
difference, would be to provide default shortcuts for the standard
applets/widgets for networking, etc. Of course it is possible to add a shortcut,
but it is difficult to do that with a broken system-settings and terminal app   

I know and appreciate that resources are limited, and so I was wondering how I
might get involved. I do have some entirely amateur coding experience, to the
extent of small Qt apps in C++ and Python, and a mis-spent youth in various
other languages, and altogether far too much of my life working with LaTeX and
BibTex (I work in the humanities as a day job). rom a professional point of
view, hacking on okular might be most relevant, but evince is ok-ish, and I
would want to help where it is needed most, and I am slightly wary of getting in
over my head. 

Any thoughts or responses would be appreciated.
