[Kde-accessibility] simon dictation

Greetings,

We are working on creating a voice command IDE using Simon in Puerto Rico
with Dr. Patricia Ordoñez. We would like to know if we could create a
scenario that would turn on dictation and turn it off by voice command. We
saw this dictation prototype video from 2013:
https://www.youtube.com/watch?v=uItCqkpMU_k. We want to be able to activate
and deactivate dictation from within our scenario. Is this possible?
