[Kde-accessibility] release tarball for qt-at-spi

Worked like a charm. I got the PKGBuild set up and working on Arch
Linux, Manjaro and an unreleased test build of Sonar. I tested all three
with Mumble, and they all work just as well as the git version I had,
but without all the dependencies. Thanks.
