[Kde-accessibility] Support for onscreen keyboard

Hello Frederick,
I just tried getting Maliit to work on Fedora and the keyboard did
not appear. I followed these
steps--->https://wiki.maliit.org/Documentation/Running. Used this
repo--->https://wiki.maliit.org/Documentation/Installing#Fedora.
So based on this go around it does not work properly. I do think
there needs to be a better solution.
