Hi,
Thomas's email got me looking at the accessability docs, and I found 3 places:

The a.k.o site is horribly horribly out-of-date, dating to about 2005 so KDE3
days. I'd recommend we get the sysadmins to redirect the domain to the
community.k.o page asap, then get someone to migrate anything still useful
onto community or techbase.
Community is rather devoid, it would be good to add some background stuff
there, perhaps also links to fregl's and Jeremy's blogs?. Techbase may need a
review as it was last updated in February.
