[Kde-accessibility] Speech Dispatcher, KDE, dcop, and perlbox

David pointed out that perlbox is a Speech-to-text system (as well as TTS).  
My apologies.  I don't have anything to say about STT, other than I would 
prefer that TTS and STT be implemented separately.
