[Kde-accessibility] Change to kspeech.h

Word of warning.  I made a small change to 
kdelibs/interfaces/kspeech/kspeech.h that will prevent compiling latest 
kdeaccessibility unless you first upgrade kdelibs

cd kdelibs/interfaces/kspeech
cvs up
make install

The change was made to support new "rich" speak for web pages.  See 
http://phantomsdad.blogspot.com/
