You cannot find that file because to my knowledge it has never been there. 
KSayIt was imported into kdeaccessibility from sourceforge.

Do you mean the translations of KSayIt or the translations of the keyboard 
status applet (kbstateapplet)? I moved the latter yesterday into 
kdeaccessibility, but the po-files should be available in the attic.
