[Kde-accessibility] KDE TTS API changes (Talkers and Plugins)

I have modified the API documents for the KDE TTS API and the KDE TTS Deamon
Plugin API to add what I call "talker codes".
Talker codes permit the application to specify desired attributes for the
speech, such as language, gender, speed, etc. Since all the existing methods
in the API already have a "language" argument, this change will not impact
existing applications at all. The attribute names were taken from the Speech
Synthesis Markup Language (SSML) and Java Speech Markup Language (JSML)
specs.
If acceptable, I plan to implement these enhancements over the next couple of
weeks.
I'm interested in comments and suggestions.
