One other thing:

Titlebar size should probably be based on the size of the current
desktop or system font, not on the border size, for accessibility
reasons.  So even with 'tiny' borders, if a user has selected a 16-point
font, the titlebar should be large enough not to clip it.  For
accessibility reasons all text onscreen should be based on a
configurable "system" value (or small set of "system values"), and
should not be "resized to fit" except in very unusual circumstances.
