Having scrollbars at the windows is indeed necessary. Each window has a
smallest size depending on its contents and settings like the widget
style, font sizes etc. (see further down). If this size is bigger than
your screen you currently cannot handle all window contents without tricks
(like moving the window).

One of the applications in the kdeaccessibility module is KMagnifier, which
can be used to magnify some area around the mouse pointer. Unfortunately
this has the drawback that it also takes some space on the screen, so that
makes the rest even smaller. (Additionally it uses CPU time, but for
people with low vision this does not matter too much if it solves the
problem.)
Even when using a huge screen resolution (e.g., 1600x1200) it is possible
to use a font size such that windows designed for smaller resolutions take
the full screen. (Try font size 48. Hint: to restore the original font
size, you may need to move the window with Alt+mouse.)
