KMagnifier is already part of many distributions, so this mainly holds for 
KMouseTool and KMouth. KMouseTool is a highly specialized tool, so that I 
assume that the users that need it will get it anyways.

For KMouth you need a text-to-speech system. Many distributions do not have 
something like that. Of course KMouth might be a trigger for including a tts 
system, though.

I know of two parts that might be used elsewhere. These are kttsd and the word 
completion. However, I assume that they will not be used in KDE 3.2.

Well, as you say being an official part is mainly a marketing and satisfaction 
thing. However, I do not know if it is good marketing to include a KMouth 
that can use its full features only if you install an additional package from 
kdenonbeta. (With kttsd KMouth will be able to talk in different languages, 
without it is only possible to configure one pronunciation.)

I am not sure if the missing multilingual speech syntheses or the satisfaction 
gains of being an official part of KDE are more important.
