[Kbabel] CVS settings

Does it need to be that configurable?  Perhaps a dropdown of possible 
options instead.

I'd rather let the persons .cvsrc file determine that.  Adding this may 
be usefull for a power user but I think people interacting with kbabel 
and cvs are not really power users.

This is usefull.  Put it on the CVS commit dialogue - a checkbox that says

[x] Always use last commit message

- Not quite CVS - but an indication when a template file is newer than 
the PO file.  Plus the ability to msgmerge them.

- Prevent kbabel from opening a file with conflicts (not sure if you do 
that already haven't had a file with conflicts)

- Launch the cervisia conflict resolving interface for a file with 
conflicts from within catalogue manager.
