a picture of the dialogue box provided by k3b describing missing transcode
prerequisite.

SUMMARY

"apt install libdvd-pkg" brings up dialogue that describes update process
involving running:       "sudo dpkg-reconfigure libdvd-pkg"
This solves the first prerequisite issue.

The second prerequisite issue is the transcoder which I could not solve. All
they specify is "transcode"
which is hardly enough to go on.
