[k3b] [Bug 404412] Impossible to burn VCD disc when name and/or path of some file added to the project contains accent

vcd video for testing

This issue persists with K3b 19.08.2.

STEPS TO REPRODUCE
1. open k3b, click "More actions..." button > "New video CD project"
2. download attached kde_vcd_vídeo.mpg file and add it to the vcd project in
K3b (a warning appears, click on "Ok" button)
3. click on "Burn" button, check "Only create image" option, click on "Start"
button.
K3b fails to create the vcd image. If you remove the accent from the file name,
K3b creates the vcd image as expected.
