SUMMARY
Will not allow any access to any device to BURN anything

STEPS TO REPRODUCE
1. Try to burn any data at all to CD or DVD
2. Says to reconfigure but then it says in the setup dialogue that the
permissions helper was not installed during BUILD.
3. 

OBSERVED RESULT
NOTHING

EXPECTED RESULT
Burn the damned CD or DVD
