STEPS TO REPRODUCE
1. open K3b
2. click "Settings" menu > "Configure K3b..."
3. click "Programs" section, "Permissions" tab, "Change permissions..." button

OBSERVED RESULT
nothing happens

EXPECTED RESULT
K3b allows you change permissions
