Andrew,
I have retested with K3B 18.04.3 by attempting to burn a 736MB ISO to a 700MB
disc.  The operation was rejected with the message:

"Capacity of the medium in ASUS DRW-23B1ST (/dev/sr0) is smaller than
required."

I believe this can be declared fixed.
