Unless the reporter objects, I think this can be closed as RESOLVED/NOT A BUG. 
As I mentioned in Comment 1, default rip settings can be saved using the save
icon button at the bottom of the CD Ripping dialog.  This was true back in K3b
2.0.2 and it's still true as of KDE 18.08.2.
