master behaves as expected with the fix (the file chooser has the
GTK_FILE_CHOOSER_ACTION_SAVE action), but there seems to be another bug
somewhere, preventing the file name to be set
(gtk_file_chooser_set_current_name() is called before setting the action,
maybe?).

In any case, this is definitely fixed.
