It is meaningful, if it is possible to set the burning speed to the user
preferences.
E.g.: 4x, 6x, 8x, and so on.

Reproducible: Always

Steps to Reproduce:
1. Start K3B
2. Insert CD-RW or DVD-RW
3. Start burning
4. Can´t set burning speed to e.g.: 4x, ....

Actual Results:  
The burning speed to set to the CD-RW s maximum.

Expected Results:  
Set to 4x or 6x or 8x
