[k3b] Make bugs and reviewboards more a team thing

Hi guys, what do you think about the following:

 * Make k3b at kde.org the default owner bug k3b bugs
 * Accept automatically mail bugs in the mailing list
 * Accept automatically reviewboard mail in the mailing list
 * Reassing all existing bugs to k3b at kde.org

This way the list will get more information about what's going on and is 
easier for everyone to follow development.
