K16 proposal

Hi all,
this is my proposal...
future of KDE... it's something I've tought about a lot lately since i find 
the current hystoric situation can be potentially uhm.. dangerous.. but I'll 
talk more about it in the attached one page thing ;)

I have no idea how my life will be in first half of 2011, so I can't still 
assure anything, but it's an issue so important that i can try as hard as I 
can to be there and give my best ;)
