First of all, some window decorations already make this possible. I doubt it's 
planned for oxygen however.

Second of all, I doubt that such a feature would make KDE be the main supplier 
of Free desktop and mobile software in 2016, in other words, this mail address 
is NOT for feature requests but more ambitious *visions* for the future. 
Please use bugs.kde.org for that!
