Problem with Morocco's laws on Sahara map

Hello, I work for a little NGO, we have sent some laptops with our
Linux Mint flavor, Txikilinux, to Morocco. They included GCompris,
when they used it they realized that in some activity, an Africa map
is shown with Occidental Sahara. This is not allowed by Morocco's law
(Occidental Sahara is claimed by Morocco), so we had to remove
GCompris.
Now, we wonder if it's possible to overcome this problem by removing
Occidental Sahara for Moroccos's users. We could, for example, add the
parameter "morocco" to configure script, then create a package
gcompris-morocco that conflicts with regular gcompris, and install it
when necessary.
We all know this law is not fair, but we have to play with their rules
when we are in their country. We could do something fast, an ugly
patch, but we might do this more elegant with your help and
indications.
