Hi.
IMHO, the matter the fact, that GCompris loads languages and other resources direct from internet is quite unusual for kde application.
But Download manager searches at first for installed local resources, doesn't it?
I would make then the base package, that has no activities at all, and the activities they selfs could be groupped, for example, using the same principles as inside the application: Mathematics, letters, drawing, chargeble activities and so on.
To overcome the drawback with choosing and more steps it is possible to have only two packages and make the base one required the additional one or download everything at once already in first visit if not installed.
In any way, I would prefer to have nothing in base package against some activities.
