Not sure where is actual bug is -- but here is a workaround:

+ start "kcmshell keyboard_layout" (inside your KDE session)
+ change keyboard model to "Generic 102-key ..." (or was it 104-key?)
+ "Apply" 
+ test if it works
+ if it works, say "OK"
