Sorry, I don't know about Gnome specifically.
But in any case, this is no setting that is (Free)NX-specific.
All you need to do is:
Set the user's default language for Gnome just like you would
set it in a local session. Just find out how to do that :-)
The remote FreeNX session will use the same. It does not use a
different one (unless you start a session via a custom wrapper
script, that sets a different language for remote sessions).
