[FreeNX-kNX] Patch to allow tuning of nxagent startup timer

I (and others recently) have reported some issues around
the 10 second timer in nxserver that waits on the nxagent
startup being to low.  Basically, the timer pops, the nxserver
decides the nxagent isn't coming up, and then the nxagent
comes up.

Rather than fighting over what the value of that timer
*should* be, it seemed better to make it tunable.

So the attached patch take the 10 second timer,
and makes it tunable via the parameter

NXAGENT_STARTUP_TIMEOUT

which defaults to 10 seconds, just like the current value.
I find in some of my environments it is better to set it to
60 seconds, YMMV.

Please consider this patch for inclusion in FreeNX.
