Nope, SSL tunneling is not enabled.

Sub-1ms. I've tried both from a laptop over wireless, and a directly
connected PC (gigabit ethernet, through one switch). i.e. fat pipe, low
latency.

This doesn't 'smell' like a connectivity issue, seems more like the
server side is having problems starting the KDE installation.
