As discussed last year in the ConfigWorkshop at Akademy [0,1] we plan to
improve KConfig with Elektra [2], so that actions like you would like to
do can be done easily via configuration management tools. At the moment
we are in an early preparation stage, so unfortunately we do not have
such docu as you would like to have.  If there is an enterprise on this
list, who is interested in supporting the implementation of such
functionality, please contact me.

@Jim: But what you could do now, is to track all config files with a
version control system, then configure everything via GUI, and then
apply these changes, either per copying the relevant changes to KDE's
system config or by using KDE's Kiosk mode functionality. Unfortunately,
there are several pitfalls at the moment (like unrelated stuff that also
provokes changes in config files). But for a small number of changes it
should be easily doable that way.
