Problem while building Elisa from source on Linux

Well it seems I already have libkf5config-bin-dev package installed. But it
still shows the same error. When I manually downloaded the
libkf5config-dev-bin package and tried to install it, this was the output:

Selecting previously unselected package libkf5config-dev-bin.
dpkg: regarding
libkf5config-dev-bin_5.52.0-0ubuntu1~ubuntu18.10~ppa1_amd64.deb containing
libkf5config-dev-bin:
 libkf5config-dev-bin breaks libkf5config-bin-dev (<< 5.47.0~)
  libkf5config-bin-dev:amd64 (version 5.44.0-0ubuntu1) is present and
installed.

dpkg: error processing archive
libkf5config-dev-bin_5.52.0-0ubuntu1~ubuntu18.10~ppa1_amd64.deb (--install):
 installing libkf5config-dev-bin would break libkf5config-bin-dev:amd64, and
 deconfiguration is not permitted (--auto-deconfigure might help)
Errors were encountered while processing:
 libkf5config-dev-bin_5.52.0-0ubuntu1~ubuntu18.10~ppa1_amd64.deb
