Runtime dependency for plasma 6.7 - systemd/timedatex/openrc-settingsd

As a heads up that, the date and time KCM dropped having a (broken)
custom path to enable NTP/set the time and now only has a timedated
compatiable backend.

Suitable timedated interface providers include:
     - systemd
     - timedatex
     - openrc-settingsd

Without any of these available the user gets a runtime error if they
try to manually adjust time settings.

For the vast majority of distributions this will not require any
action, but some might want to check.
