Backport opportunity for plasma-login-manager

Hello,

Whilst the release of plasma-login-manager 6.7.4 is 8 days away, we'd like to highlight the opportunity for backporting the following fixes from the Plasma/6.7 branch:

[1] fixes an issue where a user can land in a VT rather than the greeter,
[2] fixes an issue where the KCM is unable to apply settings due to existing root-owned wallpaper files,
[3] fixes an issue where the greeter is non-functional after all displays are unplugged and [4] fixes the wallpaper not appearing after

These fixes are present in the Plasma/6.7 branch and will be included in the upcoming 6.7.4 release.
