KDE Frameworks backport suggestion

Hi,

I recommend backporting
https://invent.kde.org/frameworks/kservice/-/merge_requests/226
to Frameworks to fix a race condition that can cause Plasma to crash on 
start and/or repeated crashes in a user's session.
