Plasma X11 session components change for Plasma 6.6

Hey folks,

As we have announced our deprecation of Plasma X11
(https://blogs.kde.org/2025/11/26/going-all-in-on-a-wayland-future/),
plasma-workspace no longer builds the X11 session components by
default in master (to become Plasma 6.6) and it is clearly noted as
deprecated in the build options.

If you wish to continue building the X11 session components, you'll
need to pass the following option to CMake when building
plasma-workspace: "-DWITH_X11_SESSION:BOOL=TRUE".

This means that distributions will need to explicitly opt-in to
shipping the Plasma X11 session now by packaging kwin-x11 and turning
this flag on in plasma-workspace.
