We (Plasma developers) build and run libwayland from git master and to
my knowledge we haven't found major issues with it, I wouldn't say it
hasn't been checked. We found a few build breakages with 1.24 but we
also fixed them upstream. Policy-wise, we don't have a rule stating that
a release must mature this enough in order to start depending on it
because it feels subjective: for example, some people may say 3 months
is too much, some may say that you should wait at least half of a year,
etc. If distros ship that particular version of a library, great, that
works for us.
Given that 6.5 is going to start effectively hitting users' computers
some time in end of October - start of November, I see no reason to wait
so long to start depending on it. There's still plenty of time to
revisit this if something major shows up by the time of the release.

Yes, Wayland session is developed quite actively, and we don't want to
lose the momentum.
