This commit ensures that distributions will need to put gocryptfs in the
build environment of plasma-vault. 
A build environment that afterwards is thrown away.

So all we get is more work done on the distribution builders and no
guarantee that gocryptfs ends up on the user's machines when installing
plasma-vault.

So just telling distributions is just as good, even better. Then we
don't have to spend useless cpu cycles on the distribution build
machines, and we still end up the same way.

What I'm perfectly fine with is a angry, slightly insulting message if,
at runtime, gocryptfs is not found: 

"Gocryptfs is not found. Please go yell at your distributor to fix this.
This package is useless without it. "

(if it is used for auto tests or similar, it is a different thing)
