Some new NVIDIA recommendations

Hello distro packagers!

Today I want to call your attention to some new information on
https://community.kde.org/Distributions/Packaging_Recommendations#Proprietary_NVidia_driver_configuration.

Basically please ensure the following changes are made when the
proprietary driver is installed using your package manager:
- Install and activate the NVIDIA driver's nvidia-suspend.service,
nvidia-hibernate.service, and nvidia-resume.service (if you don't use
systemd, you'll have to ensure these things happen in a different way)
- Enable the NVreg_PreserveVideoMemoryAllocations=1 kernel option
- Reminder: also set nvidia_drm.modeset=1 or else the Wayland session
won't work at all

And if you haven't read through
https://community.kde.org/Distributions/Packaging_Recommendations in
general recently, this is a good time to do that as well.

Thanks a lot!

Nate
