Automatic calculation of package dependencies from CMake

Hello distro folks!

I've heard some mention of folks maintaining tools for determining 
package dependencies for KDE software by scanning our CMakeLists.txt 
files. This a common challenge, and one we encounter in our 
kdesrc-build/kde-builder built tools too, where currently we rely on 
hand-curated lists of packages per distro.

It occurred to me that it might make sense for everyone to collaborate 
on a shared version of this kind of CMake dependency scanner tool, to 
make something more useful for everyone and with a lower maintenance 
burden for each of us.
